  Given, the Mars Rover is still running on solar panels, giving off 0 emissions, a technological marvel and is 36 million miles away. The primary form of transportation on earth is the century old combustion engine, spewing off emissions. Regardless as to whether the earth or humanity will succumb to the effects of our dirty habits, why do we allow this to happen?

  Answer:-As far as i know both Rovers do only have a UHF transmitter making them incapable sending something directly to earth.
  
  Instead they relay(ed) data through Mars Odyssey, Mars Global Surveyor, Mars Express and possibly the new Reconaissance Orbiter.
  
  if Transmitter Power is limited it needs large antennas to even receive signals from the satellites around mars, due to the fact that it could be on the other side of the sun, from time to time.
  Distance and lack of power causing effects of course. So therefore they switch to lower transmission speeds, and use algorithms to be able to reconstruct lost bits in the stream.
  
  This was all considered on planning, so it was decided not to have the rovers transmit directly.

They have been operating on Mars' surface for about seven years, although Spirit may have recently gotten stuck in a cold location and poorly exposed to the Sun, and, subsequently, didn't get enough solar power to survive the last Martian winter.

It would have to avoid being sucked into its atmosphere, on approach to Europa and would require lots of fuel. Then there is the electronic magnetic interpherence as most radioactive particles are drawn toward toward it so any electronic equipment would have to be well shielded.

If it wasn't the base, it opened the side that was facing down, which would flip the lander onto its base. Then the other sides open up and the rover can roll out.

  Answer:-First, I can't tell if $4,600 is high without knowing how much your mortgage is worth. On a refinance there are still significant transaction costs.
  
  You need to get a "good faith estimate" from the lender. When you look at it, figure out which costs are "fixed" - i.e. charges by your state for recording a mortgage, costs for pre-paid taxes and insurance (should be low on a re-fi as most of that stuff is already escrowed hopefully).
  
  Then, figure out how much of the "cost" is fees and/or padding. A "fair" fee is somplace between 1% and 3% of the total amount of your loan. So if your loan is for $100,000 then the lender might charge you between 1,000 and 3,000 as a "fee" - sometimes they say their fee is lower or non-existent - but, trust me, they are getting their fee some way - they may be calling a discount point or service release premium or something - but they are getting it.
  
  Short story made long - pour over that settlement statement (also known as a HUD-1) and ask questions questions questions about ANYTHING you don't understand. If your lender balks at your questions, walk away.
  
  Second, I would shop around before settling on CitiMortgage - just because they are your current lender does not mean that they will necessarily give you the best rate.
  
  One thing to try is to go with an up-front lender like Amerisave that shows you guaranteed costs and fees breakdown long before the actual refinance.
  
  Finally, the Making Homes Affordable Refinance Program has nothing to do with closing costs. It is all about negotiating with lenders over principal and interest. There are lenders out there making a KILLING off the fees in these things. That is why you need to GRILL your loan officer.

  Answer:-No, you are not qualified, if you are at 61% a modification would not help you. You are already at the program interest anyway, the bank can not lower it enough to make a difference.

  Answer:-That is not at all how the program works, you can not quit then qualify, nor could you quit, qualify for the trial (yes it's trial only, then if all goes well for 6-12 months it's permenant) but you couldn't get another job then suddenly be ok because your modification is based on your income, more income = less of a modification or no modification at all..
  In fact, there was a story published 2 days ago that the program is failing and often costing families MORE money. They struggle to meet the requirements, they'll pay on time by dipping into their savings only to find themselves out of their savings and out of their home because they failed to meet their trial period guidelines, in other words, they go broke before the trial period is up... So what's happening is instead of these families just letting their homes go, they're struggling to stay afloat only to be foreclosed on anyway after using up all their savings to pay their mortgage. So now not only are they out a home, but also out money they could've used to put towards a new place to live or debts or attempted to keep their homes w/o using that very strict program..

  2) semi-preparative HPLC...use a reverse phase column C8 or C18 inject 200uL of samle containing 1 mg of crude elute with a gradient of 10-60% acetonitrile in water containing 0.1% FA.....monitor at appropriate UV wavelength ( 280 for aromatics ) collect fractions ...evapoate the acetonitrile under N2....freeze-dry remainder.
  
  3) Flash chromatography using a column of silica gel Act II or III, 2.5 cm x 60 cm with a positive N2 pressure. Elute with step -wise elution of increasing polarity ( Hexane, hexane 20% ethanol, hexane 50 % ethanol, 100% ethanol. The fractions can then be analyzed by TLC , LC/MS , etc . You can concentrate crude ioslates by using solid phase extraction with semi-prep minicolumns ( Baker or equivalent ).

  Answer:-Qaddafi is a mad man, and a war criminal. He already knows that he has no way out. If he tries to escape the country, no other country will give him refuge, and will most definitely be sent to the court for crimes against humanity. If he gets captured in Libya, he will be executed with or possibly without trial. Being a bloodthirsty criminal, he will fight until the end, without any regard to the Libyan people, and might get thousands of Libyans killed in the process (thousands may have been killed already).
  
  The position that Western nations have taken from the atrocities already committed by Qaddafi against his people is very shameful and hypocritical to say the least. They are talking about potentially imposing some sanctions, when hundreds or more are being killed every day. They are not even suggesting a no-fly zone over Libya yet to prevent Qaddafi from bombing his own people. Qaddafi will not die a martyr. He will be killed like a pig and this will happen within days. And those who stood on the sidelines will live with their shame.
