Ruling out all survey companies and calling them as spam or scam is simply illogical. There are a number of paid survey companies that are legit and that do pay their surveyors. However, the number of fake companies claiming to be legitimate survey companies exceeds their number and that is the reason most of the people looking for some extra cash are lured by these scams. Just to clarify, no matter how well reputed and how secure a survey company is, it cannot provide you with full time income. On the very best they can offer you some extra money that might be enough for covering few bills but expecting anything more than that is plainly ridiculous.

How to Differentiate Legit from Fake?
That's fairly simple but it also depends on your experience.
If the information provided on survey site is clear, there are no exaggerated claims, they do not boast of or make fake claims and they are communicating openly regarding the payments and the money you can or will make then you can take risk with such a company. Also most survey companies do not ask for registration fee as they are already getting paid by research companies that are conducting those surveys.
A well built and maintained website with useful information and a track record of past successful survey projects, is another hint of the legitimacy of a company. You have to see if they have too much experience or if they look too good to be true.
A legit survey company will never make you believe that you can take any survey; most surveys are based on demographic, psychographic and life style segmentations, so one cannot fit in all categories. Also a survey company claiming that they will provide you enough monetary support that you won't need your day job is a clear cut fake, so avoid them.
